During the Consensus HK 2026, Matrixport’s institutional digital asset custodian, Cactus Custody, co-hosted a closed-door side event themed “Bridging Reality and Future: Web3 Payment Meetup” at the Matrixport Hong Kong office, in collaboration with RedotPay and Ant Group’s OceanBase.

The event gathered over 50 core executives from payment gateways, financial institutions, renowned VCs, and public chain projects to discuss how advanced infrastructure can drive the mass adoption of Web3 payments within a compliant framework.

Shared Vision: Synergy of Secure Custody and Seamless Payment

The event began with a welcome speech from Daniel Lee, CEO of Cactus Custody. He emphasized that as global regulatory policies become clearer, secure and compliant custody infrastructure has become the bedrock for the steady growth of Web3 payment businesses. Cactus Custody has already obtained a Hong Kong Trust (TCSP) license and has integrated Chainalysis’s KYT anti-money laundering service. Since 2023, Cactus Custody has served as the custodian for RedotPay, safeguarding user assets with zero security incidents to date.

Following this, Jonathan Chan, Co-founder and Head of Business at RedotPay, delivered a keynote speech. Jonathan detailed RedotPay’s achievements in the “PayFi” sector: RedotPay currently serves over 100 countries globally, has more than 6.7 million verified users, and its annual payment volume exceeds $10 billion. He highlighted cross-border settlement cases involving RedotPay and Circle in Brazil, as well as with Ripple in Nigeria, demonstrating how stablecoin payments can reduce settlement times from days to “near real-time” while significantly cutting cross-border fees.

In-Depth Roundtable Dialogue: Building a Compliant and Efficient Payment Future

Panel Discussion

In the subsequent roundtable forum, Wendy Jiang, General Manager of Cactus Custody, engaged in a deep conversation with Dylan Lee, CISO of AlipayHK, and Charles Zheng, Head of Global FinTech at OceanBase. Addressing the challenges of compliant operation and infrastructure in Web3 payments, Wendy Jiang offered professional insights:

  • Challenges for Traditional Institutions: Traditional institutions entering the Web3 space face multiple challenges, including smart contract development, increased complexity in Anti-Money Laundering (AML) compliance, and building user trust.
  • Criteria for Custody Infrastructure Selection: Institutions must prioritize service providers with compliant licenses (such as Hong Kong TCSP), transparency in asset segregation mechanisms, and scalability to handle high-frequency transactions.
  • Compliance Support Beyond Security: Cactus Custody offers more than just underlying asset security. Through built-in KYT and Travel Rule improvement solutions, as well as asset segregation, Cactus helps payment institutions achieve full-process compliant operations.
  • Balancing Security and Efficiency: Although payment scenarios emphasize “small-value and real-time,” Cactus utilizes a cold/hot wallet separation architecture and a multi-signature authorization matrix to meet high-frequency payment throughput demands without sacrificing security segregation.

Looking Ahead

As Jonathan Chan noted in his speech, “We are not building PayFi just for speed, but for trust, because trust is the core.”

The successful conclusion of this seminar marks a further deepening of the partnership between Cactus Custody and RedotPay. In the future, both parties will continue to leverage their respective expertise in “compliant custody” and “crypto payment” to jointly promote the integration and evolution of the global Web3 payment ecosystem.
